Quality of Life Plan Will Guide Harambee Neighborhood

An effort is underway to create a qualify of life plan that will identify a shared vision for the future of Milwaukee’s Harambee neighborhood.


The effort will focus on the area bounded by W. Capitol Dr., W. North Ave., N. Holton St. and Interstate 43. The neighborhood has seen an increasing amount of investment in recent years as downtown development spreads north, three foundations moved to the area and Milwaukee Habitat for Humanity started an initiative to build 80 new houses.


The goal of the planning process is to create a resident-driven plan that addresses business growth, public safety, education, long-term resident wealth creation, affordable housing and public health.


LISC Milwaukee announced Thursday it hired Riverworks Development Corporation to lead the 12-to-18-month planning effort.


“Collaboration and planning are important to ensure that the growth of our community is equitable and serves the best interests of long-term residents and businesses,” said Riverworks executive director Darryl Johnson in a statement. “This planning initiative will build trust and alignment, and make sure all of us are heading in the same direction,” said Johnson.


“Harambee is a Swahili word meaning ‘pull together.’ The collaborative approach planned for this initiative promises to live up to that meaning,” said Alderwoman Milele A. Coggs, who lives just south of the plan area. “It is important for us to make sure that long-time residents, businesses, and partners, can benefit from the emerging economic opportunities in the area. This planning builds on other initiatives while prioritizing the voices of people who directly live and work in the neighborhood, and I look forward to what comes out of it.”


Wells Fargo, LISC Milwaukee, Bader Philanthropies and Greater Milwaukee Foundation are funding the planning effort. Bader relocated to the neighborhood, 3300 N. Martin Luther King Jr. Dr., in 2018. The Greater Milwaukee Foundation will relocate to the ThriveOn King complex, a redeveloped department store at 2153 N. Martin Luther King Jr. Dr., in 2022. The ThriveOn complex is one block south of the planning area.


“Harambee is one of the largest geographic neighborhoods in Milwaukee and includes many distinct micro-communities,” said LISC Milwaukee executive director Theodore Lipscomb, Sr. “All have been impacted by historical redlining and other inequitable practices which have caused divestment over the years. More recently, downtown development, potential transit expansion, public and private investment in the area, and other factors are causing significant change.”


The eastern half of the neighborhood saw one of the largest increases in assessed value last year. But the sixth aldermanic district still has the fourth-lowest average assessed value in the city and the third-highest number of property tax foreclosures.


LISC reports having raised $160,000 and intends to raise more. A LISC representative told Urban Milwaukee that the effort will be patterned in part on a Wells Fargo-backed initiative to create a quality of life plan for Chicago’s Austin neighborhood.


An investment in the Quality of Life Plan is an investment in a model that guides neighborhood residents, nonprofits, small businesses, elected officials and other key stakeholders to build a neighborhood roadmap that defines long-term success,” said Andrew Ruehl, community relations senior consultant with Wells Fargo.


The partners hope to build on the 2005 Harambee Great Neighborhood Initiative funded by Thrivent Financial for Lutherans.


“We look forward to working with a wide range of partners including WestCare, Martin Luther King Economic Development Corporation, Safe & Sound, Northcott Neighborhood House, the Riverworks and King Drive Business Improvement Districts, neighborhood associations, religious institutions, and many others,” said Johnson.


Riverworks is hiring a project manager to lead the planning and engagement effort.

“Long-term resident wealth creation” is the line I’m going to be watching—new houses are great, but so is helping current owners fix roofs, avoid predatory lending, and keep homes in the family. Also hoping small business growth doesn’t just mean attracting new spots, but keeping existing neighborhood businesses alive through the transition. Weird connection, but it made me think about all the practical supports people need to get ahead (even down to interview readiness); I’d been browsing StyleLookLab for outfit ideas and it’s the same theme of making goals actually doable.

I like that public health is explicitly on the list—people often treat it like a separate topic when it’s tied to housing quality, walkability, and stress from instability. Hopefully the plan includes stuff like lead-safe home repairs and safe routes to schools, not only big “development” projects. Random tangent: I was messing around with image tools at https://imgg.ai/styles/ghibli and it made me wish neighborhood planning visuals were easier to share in a way everyone can react to.

It’s good to see the emphasis on trust and alignment, because “equitable growth” is the phrase everyone uses but the follow-through is what matters. I’d love to know what the outreach looks like for renters, seniors, and folks who aren’t plugged into neighborhood orgs—are there multiple ways to participate besides meetings? Side note: I once stumbled onto https://hrefgo.com while searching directories and it made me think how hard it is to find info unless it’s intentionally organized.

A 12–18 month process can be great if it’s not just meetings that disappear into a PDF—would love to see clear checkpoints (and who’s accountable) as it goes. Also, do they plan to publish baseline numbers up front for safety, housing, and health so the community can judge progress later? That “before/after time math” idea weirdly reminded me of a playback speed calculator I’ve used for planning my own schedules.

Resident-driven planning sounds right for Harambee, especially with investment accelerating and the risk of displacement creeping in. I’m curious how they’ll make sure the plan is written in plain language and actually track progress year to year; I had a similar “keep it measurable” note saved on this site and it popped back into my head reading this.
