Charles has been coordinating and managing the BIDs district-wide litter and graffiti removal program to keep the Riverworks Center area clean. He has many years of experience working with the general public, and he brings a positive caring attitude to his work along with strong interpersonal skills. Charles graduated from the University of Wisconsin-Oshkosh with a bachelor's degree in Political Science.
